Abstract: The article discusses the case Chica Project v. President & Fellows of Harvard College, wherein the community groups filed a complaint with the U.S. Department of Education arguing that Harvard's legacy and donor admissions policy is illegal race discrimination under Title VI of the Civil Rights Act of 1964. It explains the need for the complainants to identify specific racial disparity policy or practice that results in harm or adverse impact on a protected racial group.
