Abstract: In Chapter 76 of this book it was noted that the stated objective of New Zealand's trade policy is multilateral free trade.1 This is a rational economic strategy for a small open economy that lacks global pricing power or a domestic market of sufficient size to generate economies of scale for local producers. This chapter takes this objective as its starting point and examines what that would mean in practice for the outcome of the Doha Round. It is not suggested that these outcomes are actually being pursued by New Zealand either in the Doha Round or in any other trade negotiation.
