Description
Summary:"This text brings together a range of leading New Zealand commentators on social security reform post-1999 to examine the series of welfare changes advanced by Labour-led administrations. The reform of social security has shifted New Zealand from a passive to an active labour market policy, with emphasis on work-first for potential beneficiaries and the extension of extra payments with work effort for families with children to encourage labour force participation. The reform is linked with a discussion of New Zealand's historical approach to welfare provision and is set within a framework of social development aimed at enabling people to achieve their potential. However, the book argues that those not able to work have gained relatively little from the refocussing of policy. The text examines how economic and social change over the past decade in New Zealand has created new challenges as well as incorporating coverage of the process of welfare reform and the outputs and outcomes of reform. It also offers in-depth analysis on a range of themes. This text provides an excellent example of welfare reform within a small, proportional representation democratic state. The reforms will resonate with an international readership given the range of countries that have sought to reform welfare and introduce social investment and social development approaches. Unlike other texts on the market, this publication moves beyond description to provide analytical and theoretical evaluations by examining both the process and outcomes of reform to help the reader develop a broader theoretical understanding of welfare reform. The editors, Neil Lunt, Mike O'Brien and Robert Stephens have published extensively across the areas of poverty, living standards, employment, social services and social policy."--Provided by publisher.
