Summary:In this straightforward and timely case, students are tasked with navigating the intricacies of public personnel hiring including the managerial, political, legal, and ethical challenges that are commonly faced by public managers. As the director of a city economic development division, the student must choose between a group of candidates that have applied for a new position that has opened up in the department. Each candidate's qualifications are described with the inclusion of details from the candidate's personal life that create a twist in what should be a simple hiring process. The case can be used by the instructor in a variety of ways. On one level, the case works as a teaching tool for demonstrating to students how hiring works in the public sector. The students create a scoring matrix and rank each candidate using the candidate's information and qualifications. They learn the importance and role of hiring committees, reference checking, and issues of legality in the hiring process. Additionally, the case serves as a lesson in ethics, legalities, and decision making. Students are faced with two major dilemmas dealing with the use of the internet in pre-screening employees and the role of affirmative action and diversity in the workplace. Instructors can use the case in courses such as Human Resource management, Public Policy, an introductory Public Administration course, or Public Administration Ethics. The case can serve as an activity for supplementing a lecture on affirmative action policy, hiring, or ethics. Preferably, the case is taught best and more comprehensively in a case discussion where the students prepare a writing assignment before class and are ready to discuss the implications and conclusions they come up with in a 60-75 minute class discussion.
