Drawing on an analysis of their structure and organization, the book identifies a distinctive type and form of party - the "Government Party" - whose success is tightly bound up with the political regimes they are created to serve. The analysis reveals the competitive dynamics of the party systems these parties dominate, the very different patterns of leadership that they provide, and the forces that contribute to their long-term persistence or decline.
