Summary:Effective mitigation to the impacts of sudden, large-scale epidemic outbreak, such as COVID-19, is a key issue as it poses substantial impacts on human lives. We first employ a survey method to collect data from China and the United States during COVID-19, comparing responses from these two countries. Interview was adopted to find out additional and deep insights, which may be overlooked in the survey. We found out individualism versus collectivism dimension can explain differences on people's (1) public health emergency preparedness (PHEP) information access, use, and exposure, (2) communication inequalities, (3) risk perception, and (4) panic buying behavior in COVID-19.
